Event narrative (NOAA)

A 21-foot fishing boat capsized in rough seas in the Atlantic just offshore Elliot Key. Of the three persons aboard, two were rescued while clinging to a buoy, while the third person drowned. Winds were northeast 20 to 25 knots and a small craft advisory was in effect.
