Event narrative (NOAA)
Heavy rains over the high terrain of the Toro Negro River basin caused a rapid rise of the river that caused the loss of life of a 39 year old woman which drowned while attempting to transit a low water crossing on Road 615. Six teenagers managed to escape from the same vehicle.
