Event narrative (NOAA)

Two people were found dead under a bridge near the 1900 block of Congress. Police reported that the victims appeared to be homeless and likely died as a result of Extreme Cold. The low temperature in Houston this morning was 24 degrees with the windchill reaching as low as 10 degrees. At the time the victims were found, the temperature was 37 degrees with a windchill of 33 degrees.
